Galveston Police Department Promotes Four to Higher Rank

Galveston Police Chief Henry Porretto Recognizes Department Leadership

(Galveston, TX) March 30, 2012 – Today interim Galveston Police Chief Henry Porretto presided over a department promotional ceremony.  After completing a very competitive promotional process, four Galveston Police Department officers advanced to a higher rank.  These men will continue to protect with respect in their new leadership roles.  

*    Lieutenant Byron Frankland, an 18 year veteran, was promoted to the rank of Captain. Captain Frankland will continue his duties as the Operations Bureau Commander.

*    Sergeant Pedro “Pete” Alcocer, a 21 year veteran, was promoted to the rank of Lieutenant.  Lieutenant Alcocer will report to the Operations Bureau for assignment as a shift commander.

*    Officer Doug Balli, a 17 year veteran, was promoted to the rank of Sergeant.  Sergeant Balli will report to the Operations Bureau for assignment as a shift supervisor.

*    Officer Joshua Schirard, a seven year veteran, was promoted to the rank of Sergeant. Sergeant Schirard will report to the Operations Bureau for assignment as a shift supervisor.

The afternoon ceremony was well attended by area law enforcement officials, city leaders, local residents, as well as friends and family of the officers.
