Captain Joe G. Pena began his Law Enforcement career in 1988 with the Galveston County Sheriff's Department as a Jailer. He was hired in May of 1990 by the Galveston Police Department as a Nightwatch Patrolman. In October of 1990 he was accepted to the Galveston Police Departments SWAT Team as an Operator. In 1994 Joe was promoted to the rank of Sergeant and was assigned to Nightwatch Patrol as a first line supervisor. In 1996 he was assigned to the Criminal Investigation Division's Fugitive Unit. Later in 1999 he was assigned to the Major Crimes Unit as a Major Case Detective. In 2002 Joe was assigned to Daywatch Patrol as a Sergeant, where he also served as the Daywatch acting Lieutenant from 2003 to 2004. In 2005 Joe Pena was promoted to the official rank of Lieutenant and was reassigned to the Criminal Investigation Division as the Commander of the Major Crimes Unit, he was also named as the Departments Assistant SWAT Commander in 2005. In 2007 Joe Pena was assigned Commander of the Criminal Investigations Identification Unit. In April of 2008 Joe Pena was named as the Commander of the Galveston Police Department SWAT Team.

Captain Joe G. Pena holds a Criminal Justice Associates Degree Applied Science from Galveston College, Certificate of Completion Criminal Justice Program from Galveston College, graduate of the Federal Bureau of Investigation National Academy 232nd session, is a FBI-LEEDA Command Institute graduate, has a Master Peace Officer license and has completed module I and II of the Bill Blackwood Law Enforcement Institute of Texas.
He devotes his off time to his family and his community. He has coached basketball for the YMCA and Moody Methodist Church. He also coaches baseball for the West Isle Little League and has coached for the Galveston Central Fall Ball Baseball League for several years. Joe also coaches with the Galveston Riptide Football organization.
